Mayor Cosmo Veneziale and the Garden City Board of Trustees would like to remind residents of several issues that affect all of us, and ask for your cooperation in the interests of your neighbors, fellow residents and the Village at large.

 

Garbage in Rear of House, Trash at the Curb

Except for a few places along major thoroughfares, garbage is not to be left at the curb but will be picked up in the rear of the house by Sanitation crews. According to Local Law 5-1978, “Containers with garbage should be placed at the rear of the premises and shall not be kept or placed upon the street, sidewalk, other public place nor upon the front yard of the premises. Containers with rubbish shall be placed at the curb or near the front property line of the premises, preferably near the driveway entrance, or at such other location as may specifically be approved by the Department of Public Works, before 7:30 a.m. on the designated collection day but not earlier than 12 hours prior thereto, and shall not be placed upon the street or sidewalk. After collection, empty rubbish containers shall be promptly removed from the collection point.” With regards to recycling, residents should place their green recycling bucket at the curb before 7:00 a.m. Further, curbside placement of rubbish/trash is not permitted prior to 7:00 p.m. on Tuesdays.

The Village consistently receives complaints concerning garbage and recycling being left at the curb days before its scheduled pickup. Before a summons is issued, a warning letter will be mailed to you. Police will enforce this Village Code and issue summonses, if necessary. Pick Up After Your Dog; Keep Dogs Leashed And Out of Parks

Village Code mandates that you remove dog waste from public streets and public areas. This regulation included in the Village Code is important in helping the community maintain the quality of life for everyone. Owners are responsible for keeping dogs on leash or on their property. Further, walking dogs in parks and ball fields is prohibited. We remind you – You are not allowed to bring your dog onto St. Paul’s and other parks to watch your child play soccer. No exceptions.

According to Section 55-3 of the Village Code, “No owner shall suffer or allow an animal to run at large in the Village elsewhere than on the premises of the owner or on the premises of another person with the knowledge and consent of such other person. Any owner who fails to exercise due care in preventing such animal from running loose or at large shall be guilty of a violation.” The Code defines “at large” or “running loose” as “not under the control of the owner either by leash, cord, chain or similar device not over six feet in length.”

Our Local Law also requires dog owners to clean up after their dogs when they have relieved themselves upon any areas used in common by the public. These areas include median strips, curbs, gutters, park areas, streets, etc. Regulations require that dog waste be placed with the rubbish for curbside collection on Wednesdays and be containerized or placed in a properly secured plastic bag. It must NOT be placed in storm drains for obvious health reasons. Adhering to the law is being respectful of your neighbors as well as the environment.

 

Keep Your Sidewalks Clear- Remove and Cut Back Hedges

As Village Code states in Section 178-17, property owners must maintain in good and safe repair, care for and keep clean and free from filth, dirt, weeds or other accumulations, obstructions or encumbrances any sidewalks, paths or public thoroughfares set apart for pedestrians in front of or abutting upon their property. This includes any parked vehicles blocking sidewalks and hanging off driveway aprons – that practice is prohibited. Further, residents must remove all obstructions such as hedges and shrubs that are blocking sidewalks. Take a walk along your yard – if the hedges are overgrown onto the sidewalk path, you must cut them back.

 

House Numbers Are Required, Must Be Visible For Emergency Services

House numbers are required and must be kept visible. Under New York State Building and Fire Code, house/building numbers must be plainly legible and visible from the street or road fronting on the property. These numbers must also contrast with their background. Our Police and Fire Departments must be able to identify the correct house to provide the quickest services in an emergency. It is a matter of public health and safety that these requirements be observed throughout the whole year, particularly during the holiday season when numerous homes are decorated with wreaths and garlands.

  3. Why has the mayor refused to attend any WPOA meetings and talk with the residents from the West?

    • That is pretty simple. The WPOA is not part of the government, and on top of that, the WPOA is the CAP party, Cosmo is the FABGC party. Trustee Flanagan decided to go, but issues no “report”.

      In addition, if you speak with your WPOA president, she will inform you that last meeting had 8 attendees. The Mayor would be better off “reporting” to the bar at Leo’s if he wanted to speak to such small meetings.

        • You might want to read a civics book about how political parties work. To pretend 8 people at a POA meeting represents “all Garden City” is the height of POA arrogance that led them to the last election where they were overwhelming thrown out of office.

          But keep it up. It worked so well for you.

          But now, at least if the residents arent happy, they can vote COSMO out, rather than the POAs renominating the BOT members till they claim they have health issues.

          The POAs committed a decades long suicide with Roseanne, Tina, Steve and Ed leading the charge. First loss in 101 years and no self-reflection. Just crying like babies

        • I’m sure the POA platform of Minuto, Delaney and Foley will win their three respective POAs. And maybe our Ex-Deputy Mayor in the West.

          I see the return of the POAs to new highs and membership of 28,000.

  4. Three months and nothing on the casino. This was supposed to be settled by McCloud over a few beers at Leo’s because it was soooo easy to resolve. As far as the rest, you guys need new material. Ha

    Quality of life issues would not be “issues”, if the code enforcement officers spent less time writing parking tickets in 7S and more time in the community enforcing the code. Garbage, landscapers, street and lawn signs, etc., are getting worse and worse.
    Maybe if the sanitation workers were instructed to not pick up items put out on the incorrect day or place then homeowners would get the message.
    And don’t get me started on dog walkers. I like the dogs, it’s the humans I can do without. What happened to curb your dog? Why do the humans walk in the street and allow the dog to wander anywhere they want on 20′ retractable leashes? Many in our neighborhood just walk right down the sidewalk, not even in the street at all.

    As to the politics of the Village? I think the last election proved that the status quo is over.

      I think the Mayor needs to read a policy enforcement book on “Broken Windows”.

      Cars parked 100% across sidewalks, bushes that are so overgrown across the sidewalk that kids on bikes have to veer into the street (someone will get killed, seriously, try walking on the East Side of Grove Street), lawn signs, multiple unrelated people living in one dwelling with 10 cars in driveway, etc, etc.

      There is no enforcement in this town, people know it, and the 5-10% inconsiderate morons decrease the “quality of life” for everyone else, till the point where the 90% say “screw it” and they join the 10%. That is the tipping point, and we are clearly there. While Mayor Veneziale’s letter is good, without enforcement and ticketing, nothing will change. I doubt those racing up and down Stewart at 60 MPH read his thoughts…………or care.

      As to politics, the new group was a one-off and we will be back to the same group soon enough
