Garden City Public Library Capital Improvements

Submitted By the Garden City Public Library

The members of the Garden City Board of Library Trustees, Randy Colahan, Gloria Weinrich, Jack Pascal, Barbara Brudie- Martis, and John Schultz would like to make clear that at all times with problems concerning the library roof, the Village Engineer was consulted. The roof which was installed in 1996 had experienced periodic leaking. The warranty only covered repairs of the leaks. We were notified in April 2011 that the roof warranty was expiring and roofing upgrades to the seams, not covered by the contract, were required to be completed before the warranty could be extended. The Board of Library Trustees and the Library Director were not informed of the cost of upgrades until November 2011.

After the January 21 Capital Budget presentations the Village Engineer advised that a $7000 contingency be included in the Capital Budget request, resulting in a $75,000 estimate to complete the work to be done on the roof.

The Library Board and Director were informed in 2010 by the Village Engineer that $125,000 was needed to repair the exterior masonry of the building. After having had ground leak repair of the masonry, remediating leaks from the building exterior, a cost estimate done by Engineered Building Inspectors, P.C. dated January 13, 2012, estimated the cost of complete masonry restoration work to be approximately $352,000.

The Board of Library Trustees have consistently consulted with, and acted upon the advice of the Village Engineer.
