Senator Kemp Hannon (R-6th S.D.) recently congratulated Kelly Tierney as the winner from Garden City Middle School of Senator Hannon's 2008 "There Ought To Be A Law" contest. The annual program honors ideas for New York State legislation, as conceived by local students. Kelly's winning entry proposed: "Neon headlights on cars should be illegal. The bright bluish-white lights are distracting and hurt your eyes. Regular yellow headlights are softer and easier to look at when cars are coming in your direction at night." Pictured are Kelly's mother Barbara, Kelly, Senator Hannon, Kelly's dad Patrick and Kelly's siblings Shannon, Connor and Kylie.
